Back on Feb. 9, the Bipartisan Budget Agreement of 2018 was passed by Congress and signed by 
President Trump. It included a safety net program for seed cotton, making cotton a covered commodity under Title 1 of the farm bill. And since that time, Georgia Cotton Commission Executive Director Richey Seaton said during cotton production meetings being held around the state, the commission has received questions about the new program.
