Lots has been argued about so-called “earmarks” in Congressional budgeting matters, as some would like to make you think all earmarks are bad spending items. In this report, Florida Congressman Adam Putnam says the reality is that some very important budget items are provided for in this way, particularly when it comes to agricultural research.
