The One Big Beautiful Bill’s passage into law is a win for the Georgia Cotton Commission (GCC) and the cotton industry.

Taylor Sills, executive director of the GCC, discussed the legislation.

“It includes in it an increase in reference price. That reference price is applicable to the 2025 crop. That’s a huge deal for producers that enrolled in PLC (price loss coverage) coverage for 2025. It enhances the supplemental coverage options for all commodities,” Sills said. “The big deal for the immediate nature is that 36.7 cents seed cotton reference prices is now 42 cents.

“If you look at the last 35 years, that 42-cent reference price would have triggered a PLC payment in 32 of the last 35 years and an average payment of $141 per acre. That’s a big deal given the scenario we’re in right now with these low cotton prices.”

NCC Statement on House Passage

The National Cotton Council (NCC) applauded the U.S. House of Representatives for its passage of the One Big Beautiful Bill Act (OBBBA), which included provisions critical to the future of U.S. agriculture.

“The National Cotton Council commends the House of Representatives for their diligent work and support in passing the One Big Beautiful Bill Act,” said NCC Chairman Patrick Johnson. “This legislation represents a significant step forward for cotton producers, the cotton supply chain, and the broader agricultural community providing vital support to help us continue to provide the world with the highest quality fiber while navigating ongoing challenges.”

NCC Statement on Senate Passage

The National Cotton Council (NCC) also applauded the efforts of the U.S. Senate, and the Senate Agriculture Committee, to ensure passage of the One Big Beautiful Bill (OBBB) Act. This key legislation included language that strengthens the farm safety net and provides necessary enhancements to support farmers navigating the current economic environment.

“The NCC appreciates the momentous effort that has gone into crafting and passing the One Big Beautiful Bill,” said NCC Chairman, Patrick Johnson. “We are grateful for the Senate’s commitment to delivering meaningful enhancements to the cotton safety net, which is absolutely critical for the stability and future of our industry.”

The NCC strongly supports the OBBB Act and now urges the U.S. House of Representatives to swiftly take up and pass this legislation.
