The U.S. Department of Agriculture (USDA) has begun issuing the second tranche of payments for the 2019 Market Facilitation Program (MFP). Producers of MFP-eligible commodities, like cotton, will be eligible to receive 25% of the total payment expected, in addition to the 50% already received. National Cotton Council (NCC) Vice President of Washington Operations, Reece Langley, notes a third tranche is still possible.
