Florida Citrus Commissioners voted this week to pursue a rule requiring citrus processors and packers to collect dues for membership organizations like Florida Citrus Mutual. Mutual leaders say the rule would be a convenience for growers who want to belong to Mutual. Processors say they think the move is unconstitutional.
