Coronavirus Food Assistance Program 2 for Livestock Producers

USDA’s Coronavirus Food Assistance Program 2 (CFAP 2) continues to provide direct relief to producers who are facing market disruptions and associated costs due to Covid-19. And payments through the program are available for a variety of eligible livestock producers.

Payments for beef cattle, hogs and pigs, along with lambs and sheep will be based on the maximum owned inventory of eligible livestock, excluding breeding stock, on a date selected by the producer. That date must fall between April 16, 2020 and August 31, 2020. These are then multiplied by the payment rate.

For dairy (cow’s milk), payments will be based on actual milk production from April 1 to Aug. 31, 2020. The milk production for Sept. 1, 2020, to Dec. 31, 2020, will be estimated by USDA’s Farm Service Agency (FSA).

For broilers and eggs, payments will be based on 75 percent of the producers’ 2019 production.

Producers of other animals that are commercially raised for food, fur, fiber or feathers are also eligible. This includes buffalo, turkeys and goats, and they are paid based on 2019 sales.

This is a separate program from CFAP-1, so livestock producers who participated in that program are encouraged to apply for CFAP-2. FSA will accept CFAP 2 applications through December 11, 2020.

USDA’s Farm Service Agency will accept CFAP 2 applications from September 21 through December 11, 2020.
