Judge Orders EPA to Set Numeric Water Standards

A federal judge has ruled that the EPA must develop a set of numeric limits on freshwater pollution by Oct. 15, 2010. The judge agreed with environmental groups that a consent decree issued last January was both reasonable and valid.
